CEO John Jackley founded ATC in 2016 after ten years as Director of Communications and Social Equity at the Portland Development Commission in Portland, Oregon, where he directed agency communications with the news media, stakeholders, communities and social media, including producing the agency’s communications and engagement in Spanish. He wrote the contracting and workforce diversity strategy that led to over $100 million in contracting and payroll dollars to minority firms and workers in five years, including over one million payroll hours for minority workers and total MWESB participation averaging 35% per year.  He previously served as Executive Officer at the Oregon Department of Transportation, where he helped create the $100 million ConnectOregon multimodal transportation program, supervised the $471 million per biennium local government construction program, and led the agency’s minority contracting and workforce initiatives. He also served as senior legislative assistant in the Oregon Senate Democratic Caucus office and was an elected member of the West Linn, Oregon City Council.

Before moving to Oregon, John worked as communications and policy advisor to members of the Democratic leadership in the U.S. House of Representatives in Washington, DC. His first book, Hill Rat: Blowing the Lid Off Congress, was a Washington Post and national bestseller about Congress, and was followed by Below The Beltway, a top-selling account of Washington, DC’s political culture in the Clinton years. John has provided political commentary on the Today Show, ABC News Nightline, C-NBC, CSPAN, Fox Morning News, and Inside Edition, where he also worked as a consulting producer. His commentary and reviews have appeared in the New York Times, Washington Post, Wall Street Journal, Newsweek, Associated Press, the Economist, and many others. He previously worked for the Council of the Americas, the Political Section of the U.S. Embassy in the Republic of Panama and the Gatun Locks of the Panama Canal.

John served on the board of the Metropolitan Contracting Improvement Partnership from 2008 to its 2020 merger with the National Association of Minority Contractors-Oregon. He is a board member and former vice chair of the Hispanic Metropolitan Chamber of Commerce, the Asian American Pacific Chamber of Commerce, and the board of AJOEM, the Association of Young Entrepreneurs Working for Panama.

John graduated cum laude from Washington and Lee University in Virginia and received the Certificate of Public Management from the Atkinson School of Business at Willamette University in Oregon.
